The Trefnydd drew Business Managers’ attention to the three changes to This Week’s Business:

 

·         The statement by the Minister for Economy, Transport and North Wales on economic reconstruction has been withdrawn.

·         The LCM on the Internal Market Bill has been postponed to 8 December.

·         A statement by the First Minister on December Coronavirus restrictions has been added as the last item of business.

 

 

Tuesday 

 

·         Voting Time will take place after the last item of business.  

·         Plenary is unlikely to run past 5.40pm. 

 

Wednesday 

 

·         Voting Time  will take place before the Short Debate.  

·         Plenary is unlikely to run past 7.15pm.

Minutes:

Business Committee agreed to schedule the following items of business. Business Managers were briefed on matters relevant to the scheduling of the debate of Report 03-20.

·         Standards of Conduct Committee report – Report 03-20 (15 mins)

 

Wednesday 13 January 2021 –

·         Debate on petition P-05-1032 Legislate to prevent people from changing Welsh house names (30 mins)

·         Time allocated to the Independent Alliance for Reform Group (60 mins)

Committees - Letters from the Chair of the Petitions Committee

4.1

Change to threshold for considering debates on petitions

Minutes:

Business Committee noted the letter and agreed to write to the Petitions Committee setting out Business Managers’ views on changing the threshold for considering debates on petitions.

Letter requesting a debate on a petition

Minutes:

Business Committee agreed to schedule a debate on the petition on 13 January 2021.

Standing Orders

5.1

Early Business Procedures

Minutes:

Business Managers considered the proposals and agreed to discuss the issues raised with their groups before returning to the issue at the meeting of 15 December.

 

Any other business

Business Committee agreed to hold additional meetings of the Business Committee on the following Mondays at 11am – 1pm:

 

·         18 January;

·         1 February; and

·         22 February.

 

Objections

 

The Llywydd asked Business Managers to provide advanced notice, where possible, if they intend to object to items when participating remotely, rather than in the Chamber.

 

Coronavirus – December restrictions

 

Darren Millar asked about options for holding a debate (and vote) on the December Coronavirus restrictions , prior to the vote on the made-affirmative regulations, expected to be held on 15 December. Business Managers were briefed on options relating to non-Government debates.
