Legislative Consent Motion on the Animal Welfare (Service Animals) Bill NDM6979 - Lesley
Griffiths (Wrexham) To propose that the National Assembly for Wales,
in accordance with Standing Order 29.6 agrees that provisions in the Animal
Welfare (Service Animals) Bill, relating to Animal Health and Welfare in so far
as they fall within the legislative competence of the National Assembly for
Wales, should be considered by the UK Parliament. A Legislative Consent Memorandum has been laid
in Table Office on 17 January 2019 in accordance with Standing Order 29.2. A copy of the Bill can be found on the

Document Minutes: The item started at 16.05 NDM6979 - Lesley Griffiths (Wrexham) To propose that the
National Assembly for Wales, in accordance with Standing Order 29.6 agrees that
provisions in the Animal Welfare (Service Animals) Bill, relating to Animal
Health and Welfare in so far as they fall within the legislative competence of
the National Assembly for Wales, should be considered by the UK Parliament. A Legislative

Debate: The Second Supplementary Budget 2018-19 NDM6964 - Rebecca
Evans (Gower) To propose that the National Assembly for
Wales, in accordance with Standing Order 20.30, approves the Second
Supplementary Budget for the financial year 2018-19 laid in the Table Office
and emailed to Assembly Members on Tuesday, 5 February 2019. Footnote: In accordance with the relevant provisions
contained in the Government of Wales Act 2006 and Standing Order 20, the
Supplementary Budget comprises the following information: i. the written statement required under
section 125(3) of the Government of Wales Act; ii. the resources agreed by the Treasury for
the Welsh block budget for the financial year covered by the motion; iii. a reconciliation between the resources
allocated to the Welsh block budget by the Treasury and the resources to be
authorised for use in the motion; iv. a reconciliation between the estimated
amounts to be paid into the Welsh Consolidated Fund by the Secretary of State
and the amounts to be authorised for payment out of the Fund in the motion; v. a reconciliation between the resources to
be authorised under section 125(1)(a) and (b) of the Act and the amounts to be
authorised for payment out of the Welsh Consolidated Fund under section
125(1)(c); and vi. details of any revisions to the
information provided in accordance with Standing Orders 20.7 – 20.7B for the
draft budget, as specified in the protocol agreed under the Standing Order
20.1A. The following additional information has been
made available to Members: - a

Motion to suspend Standing Orders to allow the next item of business to be considered NNDM6984 Rebecca
Evans (Gower) To
propose that the National Assembly for Wales, in accordance with Standing
Orders 33.6 and 33.8: Suspends
Standing Order 12.20(i), 12.22(i) and that part of Standing Order 11.16 that
requires the weekly announcement under Standing Order 11.11 to constitute the
timetable for business in Plenary for the following week, to allow a debate on
NNDM6985 to be considered in Plenary on 5 March. The motion was
agreed in accordance with Standing Order 12.36. |

Debate on NNDM6985 - EU Withdrawal Negotiations NNDM6985
Rebecca
Evans (Gower) To propose that the National Assembly for Wales: 1. Reiterates its opposition to the damaging
EU exit deal agreed by the UK Government. 2. Agrees that a no-deal outcome to the
current negotiations on EU withdrawal would be completely unacceptable on 29
March 2019 or at any time. 3. Calls on the UK Government to take
immediate steps to prevent the UK leaving the EU without a deal, and further
agrees that the Article 50 process should be extended so that agreement can be
reached on the best way forward to protect the interests of Wales, Scotland and
the United Kingdom as a whole. Co-Submitters: The
following amendments were tabled: Amendment 1 - Gareth Bennett (South Wales
Central) Delete all and replace with: To propose that the National Assembly for
Wales: 1. Recalls that, before the June 2016
referendum, the UK Government sent to all households in the United Kingdom a
booklet stating, under the heading 'A Once in a Generation Decision', 'The
Government believes it is in the best interests of the UK to remain in the EU',
but also, 'This is your decision. The Government will implement what you
decide'. 2. Believes that an orderly exit from the
European Union on 29 March 2019 would be preferable, but resolves that if no
deal can be reached between the United Kingdom and European Union, there should
be no extension to the Article 50 process, as this would perpetuate uncertainty
and betray the democratic will of the people of Wales and the United Kingdom,
who voted decisively to leave the EU. 3. Calls on the UK Government and the Welsh
Government to accept the likelihood that we will be leaving the EU on World
Trade Organisation terms on 29 March 2019, and to now concentrate all efforts
on preparing for this outcome. Amendment 2 - Rhun ap Iorwerth (Ynys Mon) Add as new point at end of motion: Believes that the best way forward is for a
people’s vote to be held, to enable a democratic choice between the Prime
Minister’s EU exit deal and remaining in the EU, and calls on the UK Government
to set out its plans to hold such a vote immediately. Minutes: The item started at 16.49 Voting on the
