Debate: Welsh Rates of Income Tax 2020-2021 NDM7285 - Rebecca
Evans (Gower) To propose that the National Assembly for
Wales in accordance with section 116D of the Government of Wales Act 2006,
agrees the Welsh rate resolution for the 2020-21 Welsh rates of income tax as
follows: a) the proposed Welsh rate for the basic rate
of income tax is 10p; b) the proposed Welsh rate for the higher
rate of income tax is 10p; c) the proposed Welsh rate for the additional

Debate: The Second Supplementary Budget 2019-20 NDM7284 - Rebecca
Evans (Gower) To propose that the Assembly, in accordance
with Standing Order 20.30, approves the Second Supplementary Budget for the
financial year 2019-20 laid in the Table Office and emailed to Assembly Members
on Tuesday 4 February 2020. Footnote: In accordance with the relevant provisions
contained in the Government of Wales Act 2006 and Standing Order 20, the
Supplementary Budget comprises the following information: (i)
the written statement required under section 125(3) of the Government of
Wales Act 2006; (ii)
the resources agreed by the Treasury for the Welsh block budget for the
financial year covered by the motion; (iii) a reconciliation between the resources
allocated to the Welsh block budget by the Treasury and the resources to be
authorised for use in the motion; (iv) a reconciliation between the estimated
amounts to be paid into the Welsh Consolidated Fund by the Secretary of State
and the amounts to be authorised for payment out of the Fund in the motion; (v) a reconciliation between the resources to
be authorised under section 125(1)(a) and (b) of the Act and the amounts to be
authorised for payment out of the Welsh Consolidated Fund under section
125(1)(c); and (vi) details of any revisions to the
information provided in accordance with Standing Orders 20.7 – 20.7B for the
draft budget, as specified in the protocol agreed under the Standing Order

page 6, is revised from £14,825,000 to £14,775,000, as reflected in the
Explanatory Memorandum submitted by the Wales Audit Office to the Finance
Committee for consideration at its meeting on 6 February 2020; and further
agrees the corresponding adjustment to Schedule 7 on page 30 so that Payments
from Other Sources is increased by £50,000 and Amounts Authorised to be

Debate: Progress on Tackling Hate Crime NDM7281 - Rebecca
Evans (Gower) To propose that the National Assembly for
Wales: 1. Agrees there is no place for hate crime in
Wales. 2. Notes the efforts of the Welsh Government
and partners to tackle hate crime by increasing the confidence of victims to
come forward, improving the way hate crime is recorded and working with
communities to prevent hate crime in future. 3. Supports the work of the Welsh Government
and partners to ensure victims receive dedicated advice and care. 4. Recognises that tackling hate crime
remains a high priority for the Welsh Government. The following amendments have been tabled: Amendment 1 - Darren
Millar (Clwyd West) Add as new point at end of motion: Notes the UK Government’s hate crime action
plan which applies to England and Wales. Amendment 2 - Darren
Millar (Clwyd West) Add as new point at end of motion: Regrets the 17 per cent increase in recorded
hate crimes across Wales last year, compared to an overall 10 per cent increase
across the whole of England and Wales. Amendment 3 - Sian
Gwenllian (Arfon) Add as new point at end of motion: Calls on the Welsh Government to ensure that
preventing hate crime is a key strategic driver in the planning and creation of
