provide a technical paper on the calculation of Business Rates, relating to devolution issues in particular.

City Regions, Enterprise Zones: Ministerial Scrutiny Session

The Chair welcomed the Minister and her officials to the meeting. Members questioned the witnesses.

 

Action points:

 

The Minister for Business, Enterprise, Technology and Science agreed to:

 

provide an update once the Enterprise Zones had been operational for 12 months (i.e in April 2013 for the initial five and September 2013 for the latter two) on the businesses attracted into Enterprise Zones, how Wales’s offer of Enterprise Zones is monitored and how it will be ensured that the offer is comparable to England’s offer.

 

provide a note on the use and intended benefits of Local Development Orders in Enterprise Zones and details of any LDOs currently in place or in development in each Zone.

 

provide the Committee with the key performance indicators that will be used to monitor and evaluate the effectiveness of Enterprise Zone policy.

 

provide details of any additional criteria against which businesses might be assessed further to those set out in the Minister’s letter to all Assembly Members on 27 November.
