Agenda and minutes

1.1        The Chair said that at its last meeting on 27 September, the Committee had resolved to hold the meeting in private, in accordance with Standing Order 17.42(v).

1.2        The Chair welcomed the Committee Members and witnesses to the meeting.

1.3        The Chair said that apologies for absence had been received from Keith Davies.  The Committee welcomed Jenny Rathbone to the meeting who was substituting for him in accordance with Standing Order 17.48.

Further and Higher Education (Wales) Bill White Paper

·         Neil Surman, Head of Higher Education Division, Welsh Government

·         Jane Ellis, Senior Further Education Governance Officer, Welsh Government

2.1     The Committee received a factual briefing from Welsh Government officials on the Further and Higher Education (Wales) Bill White Paper.

3.1     The Committee considered the Legislative Consent Memorandum for the Enterprise and Regulatory Reform Bill.

3.2     The Chair noted that the Committee must report by 1 November 2012.

Members agreed the report subject to a few minor amendments.
