Welsh Conservatives Debate NDM4834 William
Graham (South Wales East) To propose that the National Assembly for Wales: 1. Notes the wide-reaching benefits Wales can gain from hosting major sporting events; 2. Deeply regrets that the Welsh Government has not put a strategy in place aimed at raising Wales’ profile during the 2012 Olympic & Paralympic Games; and 3. Calls on the Welsh Government to be more ambitious, proactive and transparent in its approach to attracting top sporting events to Wales. The following

Davies (South Wales East) To propose that the National Assembly for Wales: 1. Regrets: a) the rapid decline of local media provision and its impact on the reporting of public life and politics in Wales; and b) the funding crisis within the broadcasting industry. 2. Calls on the Welsh Government to: a) look for solutions to address the resulting democratic deficit; and b) actively seek to influence the Public Bodies Bill so that the future of S4C is safeguarded. cuts within the broadcasting sector due to the previous UK Government’s
mismanagement of the economy'. Amendment 3 - Peter
Black (South Wales West) Insert new sub-point at the end of point 1: 'the failure of the previous Welsh
Government to meet its commitment to fund a Welsh language daily newspaper.’ Amendment 4 - William

industries to encourage wider provision of programmes reflecting local

Culture, Media and Sport that S4C will retain editorial and operational

Black (South Wales West) In point 2b) after 'safeguarded' insert: 'and that: i) S4C funding is ring-fenced until 2016; ii) BBC representatives on the S4C Authority are not also
members of the BBC Trust; iii) S4C's management board remains independent of the BBC; iv) the appointment of the BBC
Trust member with responsibility for Wales and the chair of the S4C Authority
should receive the approval of the National Assembly for Wales following their
appointment by UK Government Ministers; v) S4C maintains full editorial, programming and operational
independence; vi) the commissioning of programmes
from independent Welsh companies continues; vii) the new governance structure for S4C is enshrined in
law as a charter, and the channel will work as a partner of the BBC not a
subsidiary of it; and viii) the Government and the BBC
give an unequivocal commitment to Welsh language programming. Amendment 7 - William
Graham (South Wales East) Add new sub-point at end of point 2: 'work with the UK Government on the
proposed Communications Bill to create a mechanism for public broadcasters in
