annual report for 2014-15 of Her Majesty's Chief Inspector of Education and
Training in Wales. A copy of the

that the Estyn report states that "Schools with successful leaders have a
strong culture of professional learning and focus on improving the quality of
teaching and learning" and believes that paying a teaching premium to
