Legislative Consent Memorandum on the Local Audit and Accountability Bill

Debate: NHS and Social Service Plans for Winter Preparedness

To propose that the National Assembly for Wales:

Notes the work of the Welsh NHS and its partners in preparing for the coming winter.

The following amendments have been tabled:

Amendment 1 - Elin Jones (Ceredigion)

Add as new point at end of motion:

Regrets the postponement of orthopaedic operations in the Hywel Dda area.

Amendment 2 - Elin Jones (Ceredigion)

Add as new point at end of motion:

Believes that planning for winter pressures should be a routine matter and should not lead to deterioration of services.

Amendment 3 - William Graham (South Wales East)

Add as new point at end of motion:

Calls upon the Welsh Government to:

a) publish an annual National Winter Preparedness Plan for the Welsh NHS; and

b) agree that such plans be subjected to a post implementation evaluation to determine their effectiveness.

Regrets Hywel Dda Local Health Board’s proposed plans to postpone all elective orthopaedic surgery over the winter.
