propose the National Assembly for Wales: 1.
Notes the failure of the Welsh Government to meet key targets across all
portfolios, in particular ambulance response times and A&E waiting times; 2.
Calls on the Welsh Government to give examples showing how the Delivery Unit
has improved delivery in particular portfolios, ensuring that what is promised
is delivered; and 3.
Urges the First Minister to provide regular updates to the National Assembly on
the progress in all policy areas which can be directly attributed to the
Delivery Unit. The following amendments

propose that the National Assembly for Wales: 1.
Notes the importance of infrastructure investment in terms of procurement,
apprenticeships, employment and small businesses within the Welsh economy; 2.
Recognises the negative impact to the Welsh economy of cuts to the capital
budget in the 2010 Comprehensive Spending Review; and 3.
Calls for the protection of the capital budget for Wales in the forthcoming
Comprehensive Spending Review. The following amendments
have been tabled: Amendment 1 - William
Graham (South Wales East) Insert
as new point 1, and renumber accordingly: Calls
on the Welsh Government to think innovatively and consider all models when
financing capital projects. Amendment 2 - Aled Roberts (North Wales) In
point 1, after ‘investment’ insert ‘, including funding for high speed
broadband and the electrification of the Great Western Mainline to Swansea and

directing billions of pounds of private investment in renewable energy, and

on the Welsh Government to communicate any new procurement policies for

the unsustainable and irresponsible levels of spending under the last UK Labour
Government, which left an annual deficit of £170.8 billion by the end of

has cut the deficit by a third, created a million and a quarter new private
sector jobs and kept interest rates at near-record lows, which will help
