Debate: Quality in NHS Wales - ensuring learning from the Francis Report NDM5182 Jane Hutt (Vale of Glamorgan) To propose the National Assembly for Wales: Notes the recommendations made within the final report of
the Mid Staffordshire NHS Foundation Trust Public Inquiry and that the Welsh
Government will use the Francis Inquiry to help identify how it can further
improve the delivery of safe and compassionate care in Wales. The final report of the Mid Staffordshire NHS Foundation
Trust Public Inquiry (The Francis Report) can be found on the following link: http://www.midstaffspublicinquiry.com/report The following
amendments have been tabled: Delete all after ‘public inquiry’. Amendment 2 - Jocelyn Davies (South Wales East) Add as new point at end of motion: Notes the serious concerns raised by Healthcare Inspectorate Wales
following the dignity and essential care inspections undertaken in our
hospitals. Amendment 3 - Jocelyn Davies (South Wales East) Add as new point at end of motion: Calls on the Welsh Government to: (a) implement the recommendations of the Francis
Report that apply to our NHS; (b) consider creating a “mylocalhospital”
website similar to the “mylocalschool” website to
ensure all hospitals provide accessible and transparent performance
information; and (c) introduce legislation to make failure to
provide a truthful account of the circumstances leading to a patient’s death a
criminal offence. Amendment 4 - William Graham (South Wales East) Add as new point at end of motion: Recognises the potential for financial pressures in the Welsh NHS to undermine the
delivery of safe and compassionate care. Amendment 5 - William Graham (South Wales East) Add as new point at end of motion: Notes the concerns expressed in the report of the Mid Staffordshire NHS
Foundation Trust Public Inquiry in relation to staffing levels, and a) regrets that concerns over the accuracy and consistency of data on
staffing levels have also been identified by the Public Accounts Committee in
its recent report on Maternity Services in Wales (February 2013); b) calls upon the Welsh Government to issue guidance to local health boards
to ensure that staff who are absent long-term, or suspended, are not included
in future staffing rotas unless there is an
expectation of an imminent return to work. Amendment 6 - Aled Roberts (North Wales) Insert as new point at end of the motion: Calls on the Welsh Government to fully review the Fundamentals of Care 2003
to ensure that the standards continue to reflect best practice in care within
NHS Wales as identified by those requiring care, carers
