Point of Order

Ieuan Wyn Jones raised a point of order under Standing Order 13.9 relating to conduct in the Siambr, following remarks made by Ken Skates which implied that Ieuan Wyn Jones would have been the Minister when decisions relating to Powys Fadog were made by the Department for Economy and Transport. Ken Skates withdrew any remarks which were factually inaccurate.

Debate on Eye Health Care in Wales

NDM5009 Jane Hutt (Vale of Glamorgan)

To propose that the National Assembly for Wales:

1. Notes the progress made to-date to improve eye health care; and

2. Recognises that there is more work to be done and that the Welsh Government will be developing a plan setting out its commitment to further improve eye health care for the people of Wales as part of a wider public health programme.

The following amendments have been tabled:

Amendment 1 - William Graham (South Wales East)

In point 1 delete ‘progress made to date’ and replace with ‘advances realised by the public, private and third sectors’.

Amendment 2 - William Graham (South Wales East)

In Point 2 delete all after ‘done’ and replace with:

‘and this will require the Welsh Government to co-ordinate a wider public health programme which will incorporate improvements in data collection and monitoring which are needed to enable more informed service planning and eye health promotion work’.

Amendment 3 - William Graham (South Wales East)

Add as new point at end of motion:

Acknowledges the progress arising from the Wales Vision Strategy and calls on the Welsh Government to ensure the future eye care plan links to and builds on this work.

Amendment 4 - William Graham (South Wales East)

Add as new point at end of motion:

Notes the Welsh Government’s record-breaking cuts to the Welsh National Health Service budget and that these have the potential to jeopardise the implementation of an eye health care plan.

Amendment 5 - William Graham (South Wales East)

Add as new point at end of motion:

Welcomes cross party support for making a measurable reduction in avoidable sight loss a public health priority for Wales.

Amendment 6 - Aled Roberts (North Wales)

Add as new point at end of motion:

Calls on the Welsh Government to ensure that any eye care plan that is to be published ensures that all four and five year olds in Wales receive vision screening in school.

Amendment 7 - Jocelyn Davies (South Wales East)

Add new point at end of motion:

Calls on the Welsh Government to address research findings that the perceived structure and orientation of optometry towards the sale of glasses appears to encourage the community to view eye examinations (undertaken in retail premises) as different from other primary health prevention.
