The Minister for Finance and Government Business updated the Committee on changes to Government Business on Tuesday.

 

On Tuesday, Voting Time would be after the final item of business. On Wednesday, Business Committee agreed that Voting Time would take place before the Short Debate.

To propose that the National Assembly for Wales:

 

1. Takes pride in the good relations that have been established in Wales between employers, trades unions and workers in both the public and private sector; and

 

2. Believes that:

 

a) the UK Government’s Trade Union Bill is an unnecessary attack on the democratic rights of working people and will undermine the good and constructive industrial relations that have been established in Wales since 1999;

 

b) the Bill risks contravening the Human Rights Act 1998 and International Labour Organizations’ Conventions 87, 98 and 151; and

 

c) the Bill intrudes in areas that are the responsibility of the Welsh Government and that it should not be applied to Wales without the consent of the National Assembly of Wales.

Legislation

4.1

Legislative Consent: Enterprise Bill

Minutes:

Business Committee considered a paper from the government regarding a Legislative Consent Memorandum (LCM) in relation to the Enterprise Bill.

 

Business Managers agreed to refer the LCM to the Enterprise and Business Committee for scrutiny. The Business Committee also agreed that the Committee should report on the LCM by Thursday 26 November 2015 to allow the Legislative Consent Motion to be debated in Plenary on Tuesday 1 December 2015.

Budget Timetable

5.1

Timetable for the 2016-17 Budget

Minutes:

Business Managers noted a letter from the Chair of the Finance Committee confirming that the committee were content with the proposed timetable for the 2016-17 Draft Budget and for the reporting deadline to be 2 February 2016.

 

At the meeting of 29 September 2015, Business Managers agreed to publish the timetable should the Finance Committee agree the reporting deadline.

 

Any Other Business

Business Managers agreed for the Secretariat to arrange an additional dedicated meeting in early December, to consider the evidence gathered during its consultation on the committee’s Legacy Report.
