Recess Dates
Paul
Davies was in favour of continuing with a four week Christmas recess and
suggested reducing the summer recess by a week as an alternative. Simon Thomas
and Mark Reckless were content to shorten the Christmas recess by one week.
Jane
Hutt stated that there was some support in the Labour Group for reducing the
Christmas recess to three weeks, by returning earlier in January. In any case,
there was support within the group for having another week of Assembly business
in the year, in line with other UK legislatures.
The
Committee agreed to return to the matter at a future meeting.

Managers agreed to return to the matter of the Assembly Timetable at a later
date so that any decision on committee structure could inform those
discussions.

Committee agreed a new Assembly Timetable for September 2011 / 2012, including:
o
the
time available for meetings of political groups;
o
the
dates and schedule for oral questions;
o the following allocation of time between Government and Assembly business:

The Business Committee agreed the allocation of Assembly
time for the following types of debates:
o opposition
debates – to allocate the residual Assembly time for opposition debates on the
basis of the rotation between groups (as agreed on 8 June 2011).
o individual
Member debates – as agreed under item 3(iv) above.
o Short Debate –weekly on Wednesdays for 30 minutes.

The Business Committee agreed to publish a provisional Assembly timetable, outlining:
· the time available for meetings of political groups;
· the following confirmed recess dates:
Whitsun – Mon 30 May – Sun 5 June 2011
Summer – Mon 18 July – Sun 18 Sept 2011
Autumn – Mon 24 Oct – Sun 30 Oct 2011
· the following provisional recess dates:
Christmas – Mon 12 Dec 2011 – Sun 8 Jan 2012
Spring – Mon 13 Feb – Sun 19 Feb 2012
· the dates for oral questions.
The Business Committee agreed that the times available for committee meetings would be published when the committee system is agreed.
The Business Committee agreed to consult their groups on:
· the allocation of time between Government and Assembly business; and
· proposals for the use of Assembly time.
