3.1 The Committee considered the response from the Welsh Government and noted that it did not provide information on the cost of pay protection in NHS Wales (Recommendation 12).  Members asked the Auditor General to look at this issue in the further work he has undertaken to do.

6.1 Members noted the additional evidence. Members raised some concerns and it was agreed these would be covered in an impending oral session with the Chief Executive, NHS Wales.

6.2  The Clerks will finanlise the report and circulate to Members for agreement.

5.1 The Committee considered the draft report. A number of minor amendments were suggested and it was agreed that the redraft would be circulated for agreement out of Committee.

9.1 Further information had been received from the Wales Audit Office on this inquiry which Committee considered and the report will reflect this. A draft report will be scheduled for discussion later this month.

5.1 The Committee agreed to undertake a short inquiry into Health Finances 2012-13 and beyond. Specifically, they agreed to focus on:

·       Quality of 3 year plans and the risk of potential frontloading in year 1

·       Difficulties in achieving savings

·       The deterioration of performance in some services areas

·       Service reforms and the link to reducing costs

·       Increase in negligence claims

·       How Tier 1 priorities are determined

2.1 The Committee received a briefing from Huw Vaughan Thomas, Auditor General for Wales, on The Wales Audit Office Report ‘Health Finances 2012-13 and Beyond. The Auditor General was accompanied by Mark Jeffs and Geraint Norman. The briefing was supplemented by questioning from the Committee.

Action points:

The Auditor General for Wales agreed to provide:

·       Further information highlighting good practice within Health Boards on financial forecasts.

The Clerks were asked to:

·       Discuss with the Welsh Government whether any formulas were used to determine the amount of additional funding each LHB received in December 2012.

PAC(4) 15-13 – Paper 4 – Advice from the Auditor General for Wales on the Welsh Government’s response to the Public Accounts Committee report ‘Maternity Services in Wales’

2.1 The Chair invited to Auditor General for Wales to advise the Committee on Welsh Government responses to Public Accounts Committee reports ‘Health Finances’ and ‘Maternity Services in Wales’.

2.2 The Committee agreed to consider an update on Health Finances after June 2013.

2.3 The Committee noted the cross-reference between the Welsh Government’s response to ‘Maternity Services in Wales’ and its inquiry into ‘Consultant Contract in Wales: Progress with Securing the Intended Benefits’ and agreed to invite the Welsh Government to provide evidence at a meeting in the autumn.
