5.1 Members noted the Welsh Government response and the Auditor General’s remarks to the Committee Report.

5.2 Members agreed that the Chair should write to the Welsh Government seeking clarification regarding recommendations 1, 3, 7 and 8.

5.1     The Committee considered the draft report on Continuing NHS Healthcare and agreed a small number of changes.

PAC(4)-04-15 Paper 3 – Letter from Dr Goodall on Continuing Health Care

5.1 The Committee took evidence from the Welsh Government Director General, Health and Social Services and Chief Executive of NHS Wales, Dr Andrew Goodall, Director of Social Services & Integration, Albert Heaney and Deputy Director, Integration, Policy and Delivery Division Lisa Dunsford.

5.2 The Welsh Government officials agreed to provide the following information:

·         clarify what proportion of the 20 cases from two health boards contained in the sample audit were learning disability or dementia cases and share the outcomes of the review of those cases;

·         confirm which health board withdrew its involvement in testing the Decision Support Tool (DST);

·         provide a note on the difficulties Betsi Cadwaladr have had in recruiting to professional roles and confirm whether they are now at full strength; and

·         provide a note about the size of the tender within each health board with regards to the advocacy services for continuing healthcare.

4.1 The Wales Audit Office briefed the Committee on its recent report on Continuing NHS Healthcare – Follow-up Report.

3.1 Members discussed the response from the Minister for Health and Social Services and agreed to consider his further updates in June and September. The Committee will return to this issue in the autumn following the AGW’s planned memorandum on the progress made on reducing the claims deficit and the launch of the revised framework.

3.1 The Committee considered and noted the Welsh Government’s response to the Committee’s report on the National Framework for Continuing NHS Healthcare.

3.2 The Committee agreed that the Chair should write to the Minister for Health and Social Services seeking clarity on a number of issues.

3.3 The Committee noted that the the Wales Audit Office has offered to prepare a memorandum on the progress made on reducing the claims deficit and the launch of the revised framework in the autumn and will then consider whether to undertake an update to the inquiry.

7.1 The Committee considered the report. A number of minor amendments were suggested and it was agreed that the redraft would be circulated for agreement out of committee.

4.1 The Committee considered the evidence received on National Framework for Continuing NHS Healthcare and agreed to consider the additional information from the Welsh Government when received and prepare a report. It was also agreed to invite David Sissling back to Committee in the summer 2014 term to receive an update on the framework.

2.1 The Committee questioned David Sissling Director General for Health & Social Services/Chief Executive, NHS Wales, Albert Heaney,  Director of Social Services and Alistair Davey, Deputy Director Social Services Policy and Strategy on the National Framework for Continuing NHS Healthcare.

Action points

The Welsh Government agreed to provide cumulative data identifying the number of claims being processed, clearance levels and the number of challenges made to outcomes.

The Welsh Government agreed to provide a detailed breakdown of cases logged both before and since 2010.

6.1 The Committee discussed how it wished to handle the findings of the Auditor General’s report.

6.2 The Committee agreed to take evidence from the Welsh Government at a future meeting.

3.1 The Chair welcomed Huw Vaughan Thomas, the Auditor General for Wales; Paul Dimblebee, Group Director, Wales Audit Office; and Steve Ashcroft, Performance Audit Manager, Wales Audit Office.

3.2 The Chair invited The Auditor General for Wales to brief the Committee on the findings of his report ‘Implementation of the Framework for Continuing NHS Healthcare’.
