2.1.a The Committee noted the letter from the Counsel General and Minister for the Constitution in relation to a Supplementary Legislative Consent Memorandum (Memorandum No.2) (SLCM) on the Elections Bill.

To propose that the Senedd, in accordance with Standing Order 29.6 agrees that provisions in the Elections Bill in so far as they fall within the legislative competence of the Senedd, should be considered by the UK Parliament.

A Legislative Consent Memorandum and a Supplementary Legislative Consent Memorandum were laid in Table Office on 9 September 2021 and 22 March 2022 respectively in accordance with Standing Order 29.2.

Report on the Welsh Government’s Legislative Consent Memorandum on the Elections Bill

The Committee considered the Welsh Government’s Supplementary Legislative Consent Memorandum (Memorandum No. 2) on the Elections Bill, and noted the letter from the Chair of the Local Government and Housing Committee, and the letter from the Counsel General and Minister for the Constitution, on the supplementary memorandum.

The Committee noted that the Plenary debate on the Legislative Consent Motion on the Bill was scheduled for 29 March 2022. It agreed not to report on the supplementary memorandum due to the tight reporting deadline.

5.3.a The Committee noted the letter from the Counsel General and Minister for the Constitution in relation to the Elections Bill LCM.

The Committee noted the correspondence from the Counsel General and Minister for the Constitution.

The Committee considered and agreed, subject to minor amendments, its report on the Welsh Government’s Legislative Consent Memorandum on the Elections Bill. The Committee noted that the report would be laid by the required deadline.

The Committee considered the Welsh Government’s Legislative Consent Memorandum on the Elections Bill, and agreed to consider its report on the Memorandum at a future meeting.

7.1 The Committee considered a letter from the UK Government Minister of State for the Constitution and Devolution, Chloe Smith MP, seeking the Llywydd’s views on the UK Government’s Elections Bill.

7.2 The Committee agreed to respond to the letter and copy in the relevant Welsh Ministers and the Legislation, Justice and Constitution Committee and also by the Local Government and Housing Committee for their consideration of the Legislative Consent Memorandum.
