The Committee considered the petition and noted that the
Tertiary Education and Research (Wales) Bill 2021 has now passed Stage 2,
and Stage 3 proceedings are scheduled for Tuesday 21 June 2022. Members agreed
to discuss the petition again at a future meeting once Stage 3 proceedings have
concluded.

Minutes:
The Committee agreed to write to the Children, Young People, & Education (CYPE) Committee scrutinising the TER Bill, asking them to scrutinise whether the bill will perpetuate the current anomaly identified by the petitioner and whether it could be amended to address it.
The Committee also agreed to share with petitioners the link to the current consultation on the bill. Agreeing to bring the petition back once the Welsh Government has responded to Stage 1 report from CYPE Committee.

Jack Sargeant MS declared the following relevant interests
under Standing Order 17.24A:
He has previously held discussions with the Minister for Education and Welsh Language in relation to Postgraduate Certificate in Education (PGCE) training
&
He is a former engineer
The Committee agreed to write to the Minister to:
- note it’s disappointment that the legislative framework means that there is a group of students who cannot access the additional support provided to their peers, including students on a wider basis than just those on the STEMM Bursary; and
- ask him to look again at this anomaly and how it could be addressed within the current legislative framework.

The Committee considered the petition for the first time and agreed to write to the:

Minister
for Education and the Welsh Language to seek a response to the issue raised by
the petition; and
·
Centre for Alternative Technologies asking whether
they have sought designation as a Higher Education Institute from the Welsh
Government for this and other courses, or whether they intend to do so in the
future.
