To propose that the Senedd, in accordance
with Standing Order 20.30:
1. Approves the Third Supplementary Budget
for the financial year 2020-21 laid in the Table Office on Tuesday, 2 March
2021.
2. Notes that the category of accruing
resources for the Public Services Ombudsman for Wales under Part 2 of Schedule
4 of the Supplementary Budget Motion on page 22 is revised to include
‘repayment of pension surplus’ as reflected in the Explanatory Memorandum
submitted by the Public Services Ombudsman Wales to the Finance Committee for
consideration at its meeting on 15 January 2021.
3. Further notes the corresponding
adjustments to Schedule 6 on pages 27 and 28 to correctly reconcile the
resources requested by decreasing the Public Services Ombudsman Wales’ Resource
DEL by £974,000, increasing Resource AME by £974,000 and increasing the
Resource DEL Unallocated Reserve by £974,000.
Footnote:
In accordance with the relevant provisions
contained in the Government of Wales Act 2006 and Standing Order 20, the
Supplementary Budget comprises the following information:
(i) the written statement required under
section 125(3) of the Government of Wales Act;
(ii) the resources agreed by the Treasury
for the Welsh block budget for the financial year covered by the motion;
(iii) a reconciliation between the
resources allocated to the Welsh block budget by the Treasury and the resources
to be authorised for use in the motion;
(iv) a reconciliation between the estimated
amounts to be paid into the Welsh Consolidated Fund by the Secretary of State
and the amounts to be authorised for payment out of the Fund in the motion;
(v) a reconciliation between the resources
to be authorised under section 125(1)(a) and (b) of the Act and the amounts to
be authorised for payment out of the Welsh Consolidated Fund under section
125(1)(c); and
(vi) details of any revisions to the
information provided in accordance with Standing Orders 20.7 – 20.7B for the
draft budget, as specified in the protocol agreed under the Standing Order
20.1A

- a note explaining the main changes from
previous plans.

3.1 The Committee took evidence from Rebecca Evans MS, Minister for Finance and Trefnydd; Andrew Jeffreys, Director, Welsh Treasury;
Gawain Evans, Director of Finance; and Matthew Denham-Jones, Deputy Director, Financial Controls on the Welsh Government Third Supplementary Budget 2020-21.
3.2 The Minister agreed to provide:
- Further detail via the Minister for Health and Social Services on the work being undertaken to improve information sharing between primary and secondary health care services.
- Further information via the Minister for Housing and Local Government on the Local Authority Hardship Fund, specifically the formula relating to local authority lost savings as a result of the pandemic.
- Further detail on the funding that has been allocated to support business during the pandemic.
