The Committee considered correspondence from Brecon Beacons National Park Authority and, given that the petition was first considered over 4 years ago and the next steps involve operational decisions for the local authorities to take forward, agreed to close it.

The Committee considered correspondence received from Brecon Beacons National Park Authority and agreed to write to them again to ask for an update on the situation.

William Powell declared the following relevant interest under Standing Order 17.24A:

• He is a Member of Powys County Council, the building is in his ward and he had been involved in the issue in that role.

The Committee considered correspondence on the petition and agreed to write to Brecon Beacons National Park Authority seeking a response to the Committee’s original letter.

The Committee considered correspondence on the petition and agreed to write to the Brecon Beacons National Park Authority asking it to keep the Committee informed when it does consider the matter and for further information on the reasons for the delay in consideration.

The Committee considered correspondence on the petition.  Although the Brecon Beacons National Park (BBNP) Committee were scheduled to consider local listing of the site on 7 February, it was understood that this had now been deferred by a month.  The Committee agreed to write to BBNP asking for an update on the position.

·         ask the Clerk to write to Mr Collins clarifying the role of the Committee; and

·         write to the BBNPA asking for an update on the latest position, including the question of local listing, the local development plan and the views of the planning inspector on the need for a development brief.

The Committee considered correspondence on the petition and agreed to write to the Brecon Beacons National Park Authority asking whether the site has been included, once the local list has been agreed.

The Chair stated that, in his capacity as county councillor, he has had discussions with parties on both sides of the issue.

The Committee agreed to ask Brecon Beacons National Park Authority for an update on the situation, including whether it will be considering placing the building on a local list.

The Chair declared an interest in the subject as the local councillor for Talgarth.

The Committee agreed to:

Write again to Cadw to suggest that it put temporary measures in place to protect such buildings until the Heritage Bill is passed;

Write to the Minister for Housing, Regeneration and Heritage to request that temporary protection measures are put in place until the Heritage Bill is passed;

Write to Brecon Beacons National Park Authority emphasising that the site is in a conservation area and to ask that any accepted planning application protects buildings of note in the conservation area.

The Committee considered this petition for the first time and agreed to:

Write to Brecon Beacons National Park and Powys County Council to seek views on the subject of the petition;

Write to Cadw, copying in the Minister for Housing, Regeneration and Heritage to seek views on the subject of the petition;

Seek further views on the subject of the petition from Save Britain’s Heritage.
