The Committee considered correspondence on the petition and agreed to write back to the Welsh Government to share the further experiences provided by the petitioner and request that further consideration is given to providing further specific support for the live music sector, given the likelihood that music events will not be able to resume in the short-term. The Committee also agreed to await the Government’s response to the report on this issue produced by the Culture, Welsh Language and Communications Committee.

The
Committee considered the correspondence received and agreed to:

write
back to the Deputy Minister for Culture, Sports and Tourism to express concerns
about the current lack of support available to self-employed individuals within
the live music sector and ask for urgent consideration to be given to how the
support provided through the Freelancer Fund can be increased to better
compensate for lack of income due to the pandemic and associated restrictions;
·
seek
clarification as to whether a recent announcement by the Chancellor noted any
changes in the support available for self-employed individuals within the live
music sector;
·
await
the Welsh Government’s response to recommendation 5 of the Culture, Welsh
Language and Communications Committee’s recent report into the impact of
Covid-19 on the arts.

The Committee considered an update on the petition and agreed to write back to the Deputy Minister to seek information on the numbers of people supported by the Freelancer Fund and ask whether the Welsh Government will now consider providing further prioritised support to people who are not eligible for the Self-Employed Income Support Scheme. In doing so, Committee Members noted that they are interested in the support available to people working as freelancers across the events and creative industries sectors.

The Committee considered the petition for the first time and
noted the financial support for individuals due to be available from 5 October.
The Committee agreed to write back to the Deputy Minister for Culture, Sport
and Tourism to seek further information about the eligibility criteria for the
funding available to individual
freelancers under the Cultural Recovery Fund, and ask how the Government
will keep that criteria under review if evidence shows that people employed in
this sector ‘fall through the gaps’.
