Committee agreed to schedule the following motion for debate on 24 February:

To propose
that the Senedd:
1. Notes a
proposal for a Bill that would make provision to encourage the use of British
Sign Language (BSL) in Wales, and improve access to education and services in
BSL.
2. Notes that
the purpose of the Bill would be to:
a) ensure that
the deaf community and people with hearing loss have a voice in the design and
delivery of services to ensure they meet the needs of service users;
b) establish a
BSL national advisory group to empower the BSL community in Wales;
c) require the
Welsh Government to co-produce and publish a national BSL plan, and to
establish strategic goals to improve the accessibility of public services,
support services and enhance BSL skills across society.
d) require public bodies to co-produce and publish their own BSL
plan to develop BSL awareness and training, and improve access to frontline
services.
Business
Committee also agreed that this would be the last MLP scheduled before
dissolution.

Committee agreed to schedule the following motion for debate on 25 November:

that the Senedd:
1. Notes a
proposal for a Bill that would make provisions to introduce a deposit return
scheme and to reduce waste in Wales.
2. Notes that
the purpose of this Bill would be to:
a) establish
the creation of a deposit return scheme for drinks containers in Wales, which
would see consumers pay a deposit, repayable on return of the container;
b) reduce the
number of single-use plastic and glass bottles, as well as steel and aluminium
cans;
c) respond to
increased amounts of recyclable waste, such as personal protective equipment
being used to fight COVID-19, where a growing number of items are being
discarded and affecting our wild and marine life; and
d) increase accountability by establishing a duty on the Welsh
Government to lay an annual report to the Welsh Parliament detailing specific
policies undertaken to reduce the discarding of recyclable waste and the impact
these have had to improve Wales’s natural environment

Notes a proposal for a Welsh hearts Bill to improve the outcomes for people who
suffer out-of-hospital cardiac arrests.
2.
Notes that the purpose of this Bill would be to place a duty on:
a)
Welsh Ministers to publish a strategy to improve the outcomes of
out-of-hospital cardiac arrest and to develop pathways for survival for the
whole country;
b)
local authorities to plan to ensure sufficient access to community
defibrillators in each part of their area;
c)
Welsh Ministers to ensure that training in CPR is provided for people
throughout Wales;
d)
health boards to collaborate in the production of regional pathway of survival
for out-of-hospital cardiac arrests;
e)
Welsh Ministers to report to the Senedd on the progress of their strategy
against objectives every year.

proposal for a Bill which requires all new-build homes to be fitted with at
least one electric car charge point.
2. Notes that
the purpose of this Bill would be to ensure that:
a) every new
residential building with an associated car parking space has an electric
charging point installed;
b) every
residential building that is new or undergoing major renovation, with more than
10 car parking spaces, has cable routes for electric vehicle charge points in
at least 50 percent of the total parking spaces.

propose that the National Assembly for Wales:
1.
Notes a proposal for a Bill to enable the implementation of a workplace parking
levy.
2.
Notes that the purpose of this Bill would be to:
a)
enable local authorities to implement a workplace parking levy, dependent on
the number of parking spaces reserved for employees;
b)
enable local authorities to use the revenue to strengthen public transport and
active travel routes;
c)
reduce traffic congestion in major population centres;
d)
encourage employers to promote active travel plans for their staff and advocate
for better public transport;
e)
urge Welsh Government to encourage local authorities in Wales to implement this
levy, as part of a suite of measures to combat the carbon emissions which are
causing a climate emergency.
