To propose that the National Assembly for
Wales:
1. Welcomes the Welsh Government commitment
to support foundational sectors in its economic action plan and calls on the
Welsh Government to go further in embracing the principles of the foundational
economy.
2. Believes that the Preston City Council’s
community wealth-building approach has been demonstrably successful in tackling
deprivation and calls on the Welsh Government to meet with representatives of
Preston City Council to discuss lessons that can be learnt.
3. Believes that the Well-being of Future
Generations (Wales) Act 2015 offers significant opportunity to reframe best
value in the context of procurement in Wales, to support a foundational economy
approach.
4. Calls on the Welsh Government to develop
an ambitious adult social care models that recognises the importance of a
localised approach and trials multiple alternative models of care delivery, as
part of a foundational economy approach in Wales.

To propose that the
