In the absence of evidence of conflict of interest, and the information about existing safeguards provided by the Welsh Government and the Royal Town Planning Institute, the Committee agreed to close the petition.

The Committee heard evidence from the Minister for Housing and Local Government, Neil Hemington and Stephen Phipps. 

 

The Committee agreed to write back to the petitioner to seek their response to the evidence heard and to indicate the Committee’s view that there does not appear to be much else that could be achieved at this time, unless the petitioner has any additional information to share.

The Committee considered further correspondence on the petition and agreed to hold the petition pending future consideration of an evidence session with the Minister for Housing and Local Government on several planning-related petitions at a future meeting.

The Committee considered correspondence from the Cabinet Secretary for Local Government and Public Services, the RTPI and the petitioners and agreed to:

  • write to the Public Services Ombudsman to seek his reflections on the issues raised by the petition, and to ask for an indication of the volume of correspondence and complaints received in relation to conflict of interest in the planning process;
  • write back to the RTPI to ask for an indication of the volume of correspondence and complaints they receive in relation to conflict of interest in the planning process, and for clarification as to whether planning officers are able to undertake any private work within their local authority area, for example where that are is subdivided into area committees; and
  • request a further research brief on the current limitations on planning officers to undertake private work.

The Committee considered the petition for the first time and agreed to write to:

 

  • the Cabinet Secretary for Local Government and Public Services to ask for his views on the petitioner’s detailed response and, in particular, how effectively adherence to the current Code is monitored and whether he would consider a review of the Code in relation to arrangements for local planning officers; and

·         the Royal Town Planning Institute (RTPI) to seek their views on the issues raised by the petition.
