Issue a report on the issue of incineration of waste, and request a Plenary debate.

Write to the Minister for Environment and Sustainable Development to ask him to consider the weight of support for this petition when considering the Committee’s letter calling for the Cardiff Incinerator plans to be called in;

Write to those who have given evidence to Committee on this subject to seek their views on the modelling used to inform decisions in relation to incinerators.

Actions

The Committee agreed to:

Write to Caerphilly County Borough Council with regard to the statement by United Valleys Action Group that the council’s procurement of mechanical biological treatment was stopped by the Welsh Government and that it was ‘financially pressured’ into joining Prosiect Gwyrdd;

Forward the Welsh Local Government Association’s statement that all methods of dealing with waste involve an element of burning’ to the petitioners for comment.

 

The Prosiect Gwyrdd representatives agreed to forward details of the tonnage of hazardous ash that needs to be transported as a result of incineration and of whether any incinerators being closed in the USA are similar to the type of incinerator being built in Wales.

Given his previous role as leader of Caerphilly County Borough Council, the Committee agreed to write to Lindsay Whittle AM to ask about Caerphilly’s experience in respect of Prosiect Gwyrdd.

The Committee agreed to commission a piece of research into whether the meeting of recycling targets would mean less incineration, which may lead to financial penalties if incinerators are not provided with enough waste to burn.

To await the response from the Minister for Environment and Sustainable Development;

Write to the Chair of the Environment and Sustainability Committee, asking for this issue to be considered as part of the Inquiry into Energy Planning and Policy in Wales;

To defer consideration of this issue until the call for evidence closes on 14 December 2011;

That the clerking team should ensure that any gaps in written evidence received are filled. For example, the Committee would like to receive evidence from local authorities and the Welsh Local Government Association on this issue.
