The Committee considered further correspondence and agreed to close the petition in light of information received by the Committee about the actions being taken to reduce or eliminate the use of plastic straws and the Welsh Government’s intention to introduce a ban or restrictions on single use plastic items in the future, and the circumstances in relation to restricting their use in schools through local arrangements and procurement contracts.

 

The Committee also wished to congratulate Senedd Ysgol y Wern on their use of the petitioning process and thank the school and pupils for their engagement throughout the Committee’s consideration of this issue.

·         write to WRAP Cymru to seek its views on the petition; and

·         await the publication of the evaluation report on the recent pilot exercise in Pembrokeshire.

The Committee considered correspondence from the Welsh Local Government Association and the Welsh Government and agreed to write to the Minister for Finance to seek an update on the outcome of the recent pilot exercise in Pembrokeshire, and any view the Welsh Government has come to on its potential for wider implementation.

The Committee considered correspondence from the Cabinet Secretary for Finance and the Welsh Local Government Association and agreed to:

  • await further information from the WLGA following the planned meeting of local authority education cabinet members; and
  • seek a further update from the Welsh Government in relation to ongoing work by officials and the trial taking place in Pembrokeshire in the future.

The Committee considered the petition for the first time and agreed to:

·         write back to the Minister for Environment to ask her:

o   whether she would consider issuing advice to local authorities on ending the use of plastic straws in school milk;

o   to provide further details about the National Procurement Service consultation with suppliers referred to in her letter; and

o   to inform the Committee whether any of the pilot projects within councils are specifically exploring measures to reduce or eliminate the use of plastic straws in schools; and

·         write to the WLGA to seek their views on the petition and to ask what lead they have taken in working with local authorities and schools to help reduce or eliminate the use of plastic straws.
