Following the Deputy Minister for Health and Social Services’ commitment that the Ministerial Play Review will include consideration of funding arrangements and the correspondence received by the Committee, the Committee agreed to close the petition and thank the petitioner for raising the petition. Committee Members commented that they would continue to review the ministerial review in their capacity as individual Members of the Senedd.

The Committee considered further correspondence and agreed to:

·         write to the Deputy Minister for Health and Social Services to ask for the petition and the correspondence received from Play Wales and the Children’s Commissioner to be formally considered as part of the Ministerial Play Review announced by the Welsh Government; and

·         write again to the WLGA to seek a response to the issues raised by the petition and ask how they respond to the expectations of local authorities outlined by the Children’s Commissioner for Wales.

The Committee considered further correspondence from the Welsh Government and the petitioner and agreed to seek further information about opportunities for play and access to play areas and sports facilities for children and young people from the Research Service, and to write to  the Children’s Commissioner for Wales and the Welsh Local Government Association to seek their views on the petition.

The Committee considered further correspondence and agreed to write back to the Deputy Minister for Health and Social Services to ask her to consider adding to guidance which accompanies future grants for play to ensure that local voluntary organisations receive sufficient benefit from such funding.

The Committee considered correspondence from the petitioner and agreed to write to:

 

  • the Minister for Health and Social Services to ask for an update on the funding for play in the context of the budget for 2019/20; and
  • Play Wales to seek their views on the issue raised by the petition, information about their reviews of Play Sufficiency Assessments and Action Plans, and for their response to the comments made by the petitioners over their social campaign.

The Committee considered the petition for the first time and agreed to write to:

  •  the Minister for Children and Social Care to share the concerns of the petitioners and ask:
    • what assessment the Welsh Government has made of the sufficiency of steps taken by local authorities to fulfil the duties under Section 11 of the Children and Families (Wales) Measure 2010;
    • what steps have been taken to ensure that an adequate level of expenditure is being made at a local level throughout Wales;
    • what consideration has been given to play provision in the development of the Welsh Government’s obesity strategy; and
  • the Health, Social Care and Sport Committee to make them aware of the petition in the context of their current inquiry into the physical activity of children and young people.
