Accounting Officer Rules on the use of Senedd Commission Resources

Minutes:

Commissioners noted the re-drafted Accounting Officer Rules on the use of Senedd Commission Resources, which are issued under the authority of the Code of Conduct for Senedd Members, paragraph 10, by the Accounting Officer of the Senedd Commission under section 138 of the Government of Wales Act 2006.

Minutes:

Having agreed in 2018 to move towards more transparency and accountability in relation to costs incurred by Members for the running of their offices, other than those provided for by the Determination, Commissioners considered data relating to expenditure over a 12 month period.

 

Commissioners agreed to talk to their groups about the proposed changes to the way these costs are managed with a view to agreeing the recommendations in order to facilitate this improvement.

Minutes:

Earlier in the year, Commissioners had considered budgeting arrangements for office related costs which are funded by the Commission, rather than the Determination.

Given the issues raised at that meeting the proposal made to Commissioners was that that a full financial year be allocated to monitoring expenditure. Commissioners confirmed that they wished to move towards more transparency and accountability of spend directly driven by Members, and that working with Members would be a useful step in this process.

Commissioners commented on a draft note for Members in order that it could be finalised and shared with Members.

Minutes:

Commissioners gave consideration to the costs, other than those provided by the Determination, incurred by Members for the running of their offices.

 

They agreed to proposals to review the way that office related budgets are managed over the short and long term with a view to achieving more transparency and accountability for this additional Members’ Office expenditure.

 

Commissioners also agreed to consult with Members about the introduction of an interim move towards this approach.

Minutes:

The Commission reviewed information that had been provided regarding the need to refurbish offices in Tŷ Hywel used by Assembly Members.

 

Commissioners agreed that the refurbishment of Members’ offices should be part of the on-going rolling maintenance programme for the Assembly estate.
