Notes that the Children’s Commissioner has
rated the Welsh Government’s progress on the profit-in-care services, British
Sign Language, health advocacy, childcare and elective home education as red,
meaning that there has been no evidence of policy or practice changes since the
recommendation was made and no improvement in children’s experiences.
