An update on local authority responses to the Commissioner’s letter regarding the monitoring of budget cuts on the provision of services to children and young people.

Members questioned the Children's Commissioner's on his Annual Report.  The Commissioner agreed to provide a note on the following:

 

Administrative costs and accounting procedures within the office over the past two years;

 

Specific details on the process of the Childs Rights Impact Assessments and

 

Further details on the Commissioner’s work into access for disabled children and young people in mainstream education, pupil referral unit and short breaks.

 

The Commissioner agreed to provide the Committee with a briefing on provision of CAMHS services.

 

The Committee agreed to write to the Commissioner with further questions.

Minutes:

2.1 The Chair welcomed Keith Towler and Eleri Thomas. Members questioned the witnesses on Children's Commissioner's Annual Report.

 

Action Points:

 

The Children’s Commissioner agreed to provide further information on:

 

·         the efficiency savings made by his office in response to the decrease in income for the financial year 2011-12.

 

·         the time taken to resolve the case study on page 27 of the Commissioner’s annual report relating to a fostered child not in education.

 

·         the current status of the National Service Framework (NSF) for Children, Young People and Maternity Services, once received from the Welsh Government;

 

·         measuring child poverty.

Minutes:

3.1 The Chair welcomed Keith Towler, Children’s Commissioner for Wales to the meeting.  Members questioned the Commissioner.

 

3.2 The Committee agreed to write to the Minister for Health and Social Services about the continued lack of guidance for assessing children’s health care needs.

 

3.3 The Committee agreed to write to the Deputy Minister for Children and Social Services about the Welsh Government’s progress in implementing the recommendations of the previous Children and Young People Committee’s report on child budgeting; and the delay in the production of the Child Poverty Strategy Delivery Plan.
