To propose that the National Assembly for Wales:

 

1. Notes a proposal for a Bill on the use of single-use plastics.

 

2. Notes that the purpose of this Bill would be to:

 

a) significantly reduce the use of single-use plastics based on the best international practise and research, which would establish Wales as a world-leader in reducing plastic waste;

 

b) introduce appropriate taxes and levies to significantly reduce the production and use of single use plastics in Wales;

 

c) introduce a cross-government action-plan including a comprehensive suite of measures to significantly reduce use of single use plastics; and

 

d) establish targets and milestones for the reduction of specific single-use plastics.

To propose that the National Assembly for Wales:

1. Notes a proposal for a Bill on health service management.

2. Notes that the purpose of the Bill would be:

a) to establish a professional body for NHS managers in Wales to set core professional competencies for managers at all levels, ensure the development of appropriate initial training programmes and continuous professional development, and with the power to take sanctions against managers for poor or unsafe performance;

b) to ensure true independence of Healthcare Inspectorate Wales;

c) to establish a legal duty of candour to apply to all health professionals including managers; and

d) to establish a genuine, robust and transparent complaints system that supports parents and families.

To propose that the National Assembly for Wales:

 

1. Notes a proposal for a bill to reform and improve support for child victims of sexual abuse in Wales.

 

2. Notes that the purpose of this bill would be to:

 

a) introduce the Barnahus Model of therapeutic led support for victims;

 

b) work with police to use the Barnahus Model of investigation in all cases of child sexual abuse; and

 

c) introduce statutory changes to improve emergency and temporary accommodation for abused children who cannot return to their home or are homeless.

 

·         Business Managers agreed to schedule the next Debates on Members’ Legislative Proposals on 15 May and 26 June, and selected the following motion for debate on 15 May. In accordance with previous Business Committee decisions, the Table Office will notify Members of the dates for the upcoming summer term.

NNDM7020 Rhun ap Iorwerth (Ynys Môn)

 

To propose that the National Assembly for Wales:

 

1. Notes a proposal for non-carbon-emission public vehicles bill.

 

2. Notes that the purpose of this bill will be:

 

(a) to promote the use of electric vehicles or non-emission vehicles in Wales in order to help reduce carbon emissions; and

 

(b) to place a duty on the Welsh Government and other public bodies to develop a strategy to move towards using electric vehicles or non-emission vehicles in the public fleet in Wales.

To propose that the National Assembly for Wales:

 

1. Notes a proposal for a bill on waste prevention and recycling.

 

2. Notes that the purpose of this bill would be to:

 

a) prevent waste through placing recycling requirements on food producers and retailers in respect of packaging and packaging waste; and

 

b) introduce extended producer responsibilities to ensure that the costs of recycling and waste management are shared equitably, with producers contributing to the financial cost of treatment at the end of their product’s life.

 

·         Business Managers agreed to schedule the next Debate on a Member’s Legislative Proposal in the New Year.

 

·         Business Managers asked the Secretariat to look at how the tabling process for Members’ Legislative Proposals can increase the number of motions submitted for selection. Business Managers raised the possibility of announcing the two debate dates per term in advance and opening tabling at the start of term, to increase the time available to Members to consider and table motions.

ii) provision of defibrillators in appropriate locations;

iii) provision of life-saving skills trained individuals in key positions in public services (as an upgrade to an identified first aid person); and

iv) that basic first aid materials are available to the public in public buildings not just the staff.

c) create remedies and enforcement regarding the above.
