To propose that the Assembly, in accordance with Standing Order 20.30, approves the First Supplementary Budget for the financial year 2016-17 laid in the Table Office and emailed to Assembly Members on Tuesday, 21 June 2016.

Footnote:

In accordance with the relevant provisions contained in the Government of Wales Act 2006 and Standing Order 20, the Supplementary Budget comprises the following information:

  1. the written statement required under section 125(3) of the Government of Wales Act;
  2. the resources agreed by the Treasury for the Welsh block budget for the financial year covered by the motion;
  3. a reconciliation between the resources allocated to the Welsh block budget by the Treasury and the resources to be authorised for use in the motion;
  4. a reconciliation between the estimated amounts to be paid into the Welsh Consolidated Fund by the Secretary of State and the amounts to be authorised for payment out of the Fund in the motion; and
  5. a reconciliation between the resources to be authorised under section 125(1)(a) and (b) of the Act and the amounts to be authorised for payment out of the Welsh Consolidated Fund under section 125(1)(c).

The following additional information has been made available to Members:

 - a note explaining the main changes from previous plans.​

Letter from the Leader of the House regarding the Draft Budget timetable

Business Managers considered a letter from the Leader of the House regarding the Draft Budget timetable. The letter outlined the Government’s intention to publish the 2017-18 Draft Budget on 18 October and to table the Annual Budget motion on 13 December. However, in light of the outcome of the EU Referendum last week and the UK Government’s plans for a Budget in the autumn, the Minister believed that this would have implications for the UK public finances and the Welsh budget.

Business Managers noted the Minister’s intention to schedule the debate on the draft budget for 29 November, which would mean a deadline of 22 November for the Finance Committee to report. Business Managers agreed to consult with the Finance Committee on the proposed dates.

The Committee noted a letter from the Cabinet Secretary for Finance and Local Government informing Business Managers of his intention to table the first Supplementary Budget Motion on 21 June and to move the motion on 12 July, allowing three weeks for scrutiny by an Assembly Committee. Business Managers agreed to table a motion on the titles and remits of committees on 22 June so that a committee can be established to consider the Supplementary Budget.
