propose that the National Assembly:
1.
Regrets the failure of the Welsh Government to ensure that workforce planning
within the NHS has been robust and sufficient to meet the needs of the Welsh
population over the long term; and
2.
Calls on the Welsh Government to address the shortage of doctors by introducing
a programme of financial incentives to increase the training of doctors in
areas where there are, or are predicted to be, shortages.

Wales' hospitals and attract more medical staff to Wales.
