Purpose:
This is a
matter where the consent of the National Assembly for Wales is sought by the UK
Government to legislate on an issue which could normally fall within the
competence of the Assembly.

To propose that the National Assembly for Wales, in
accordance with Standing Order 29.6 agrees that provisions in the Criminal Justice
and Courts Bill, relating to a criminal offence of wilful neglect or
ill-treatment on the part of carers in so far as they fall within the
legislative competence of the National Assembly for Wales, should be considered
by the UK Parliament.
A Legislative Consent Memorandum has been laid in
Table Office on 24 June 2014 in accordance with Standing Order 29.2(iii).

Order 12.36
