Purpose:
The
Children and Social Work Bill
was introduced in the House of Lords on 19 May 2016. It was a UK Government Bill
sponsored by the Department for Education. The Bill related to looked-after
children, the welfare of children, and the regulation of social workers.
The
Bill was subject to the legislative consent process under Standing
Order 29. This process is followed in cases where the consent of the National Assembly for
Wales is sought by the UK Government to legislate on an issue which
could normally fall within the competence of the Assembly.

Welsh Government laid a Legislative
Consent Memorandum in relation to the Children and Social Work Bill (PDF,
18KB) on 13 October 2016. This Legislative Consent Memorandum was referred
by the Business Committee on 18 October 2016 (PDF, 52KB) to the Children,
Young People and Education Committee , with a reporting deadline of 24

To
propose that the National Assembly for Wales, in accordance with Standing Order
29.6 agrees that provisions in the Children and Social Work Bill, relating to
the prohibition of a relevant employer from discriminating against a person who
applies for a children's social care position because it appears to the
employer that the applicant has made a protected disclosure, in so far as they
fall within the legislative competence of the National Assembly for Wales,
should be considered by the UK Parliament.

Standing Order 12.36.
