Welcome that the budget deal agreed between the Welsh Government and the Welsh Liberal Democrats ensured "that no construction of an M4 relief road would start before the next Assembly elections" in May 2016 and that a detailed Environmental Impact Study on the Welsh Government's preferred 'Black Route' would be commissioned.
