To propose that the National Assembly for Wales:
1. Notes the importance of a high standard of
education for pupils in Wales, in order to increase their competitiveness both
nationally and globally;
2. Believes that the Welsh Government has taken too
long to develop measures to raise school standards in Wales;
3. Believes that regional consortia are not as
effective as they need to be in helping school improvement; and
4. Believes that the Welsh Government's modern
foreign language policy of creating centres of excellence is insufficient to
address the need to raise standards of modern foreign language provision in
schools in Wales.
