To propose that the National Assembly for Wales:

1. Notes that most people who use Welsh NHS services do so responsibly.

2. Regrets the adverse impact of irresponsible patient behaviour by a minority of people who use the Welsh NHS.

3. Calls upon the Welsh Government to take action to discourage irresponsible patient behaviour and promote greater responsibility amongst those who use the NHS.
