Legislative Consent: Schools Bill

The Schools Bill (the Bill) was introduced in the House of Lords on 11 May 2022.

 

The long title to the Bill notes that it is a Bill “to make provision for the regulation of Academies; about school and local education funding; about the attendance of children at school; about the regulation of independent educational institutions; about teacher misconduct; and for connected purposes.”

 

The Bill is subject to the legislative consent process under Standing Order 29. his is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls  within the competence of the Senedd.

 

Legislative Consent Memorandum –  July 2022

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 89.5KB) on the Bill before the Senedd on 7 July 2022.

The Business Committee referred the LCM to the Children, Young People and Education Committee and Legislation, Justice and Constitution Committee, with a reporting deadline of 17 November 2022 (PDF 38.1KB).

 

On 20 September 2022, the Business Committee agreed (PDF 39.3KB) a new reporting deadline of 1 December 2022.

The Legislation, Justice and Constitution Committee laid its report (PF 154KB) on 24 November 2022.

 

The Children, Young People and Education Committee laid its report (PDF 142KB) on 28 November 2022.

The Welsh Government confirmed (PDF 155KB) that the bill will not proceed and that they will not be responding to committees' reports on the legislative consent memorandum.
