Legislative Consent: Skills and Post-16 Education Bill

Skills and Post-16 Education Bill (the Bill) was introduced in the House of Lords on 18 May 2021.

 

The long title to the Bill notes that it is a Bill “to make provision about local skills improvement plans; to make provision relating to further education; to make provision about functions of the Institute for Apprenticeships and Technical Education and relating to technical education qualifications; to make provision about student finance and fees; to make provision about assessments by the Office for Students; to make provision about the funding of certain post-16 education or training providers; and for connected purposes.”

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls  within the competence of the Senedd.

 

The Legislative Consent Motion for the Skills and Post-16 Education Bill was agreed in Plenary on 11 January 2022.

On 10 December 2021, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 90.9KB).

 

The Business Committee agreed (PDF 39.8KB) that the Supplementary Legislative Consent Memorandum on the Skills and Post-16 Education Bill (Memorandum No. 3) will be considered and reported on, to the Senedd, by 11 January 2022.

 

The Legislation, Justice and Constitution Committee laid its report (PDF 141KB) on 10 January 2022. The Welsh Government responded (PDF 513KB) to the report on 18 January 2022.

 

Supplementary Legislative Consent Memorandum (Memorandum No. 2) – October 2021

 

On 29 October 2021, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 95.2KB).

 

The Business Committee agreed (PDF 39.4KB) that the Supplementary Legislative Consent Memorandum on the Skills and Post-16 Education Bill (Memorandum No. 2) will be considered and reported on, to the Senedd, by 16 December 2021.

 

The Legislation, Justice and Constitution Committee laid its report (PDF 242KB) on 24 November 2021. The Welsh Government responded (PDF 513KB) to the report on 18 January 2022.

 

Legislative Consent Memorandum – July 2021

 

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 114KB) on the Bill before the Senedd on 9 July 2021.

 

The Business Committee referred the LCM to the Economy, Trade and Rural Affairs Committee, the Children, Young People and Education Committee, and the Legislation, Justice and Constitution Committee, with a reporting deadline of 21 October 2021. (PDF 43.4KB)

 

On 19 October 2021, Business Committee agreed (PDF 42KB) to extend the reporting deadline to 11 November 2021.

 

On 4 November 2021, Business Committee agreed (PDF 43.4KB) to extend the reporting deadline to 16 December 2021.
