Capacity of the Senedd
The
Committee on Senedd Electoral Reform
undertook an inquiry to examine the recommendation of the Expert
Panel on Assembly Electoral Reform that the size of the Senedd should be
increased to at least 80 Members, and preferably closer to 90 Members, by:
Identifying
the implications for the capacity of the Senedd of any relevant changes in the
roles and responsibilities of the Senedd and its Members, or the wider
constitutional context, since the Panel reported in 2017;
Exploring
how any change in the size of the Senedd would be implemented, including the
potential impact of increasing the Senedd’s scrutiny capacity and the financial
and other implications;
On
the basis that the size of the Senedd will remain at 60 until at least 2026,
considering whether there are any alternative measures which could be adopted
in the short term to ensure the Senedd has the capacity it needs to carry out
its representative, scrutiny and legislative functions.

The
Committee published its report, Senedd
reform: The next steps (PDF, 5MB) in September 2020. It also published a summary
of its recommendations (PDF, 113KB).
Engagement
activity
The
Committee undertook a stakeholder event on 6 January 2020. A note of the issues discussed
[PDF, 255KB] has been published. The Committee held a consultation
on the note of the issues discussed between 14 February 2020 and 20 April 2020.
