Inquiry into public services boards
In
2017 The Equality, Local
Government and Communities Committee agreed to undertake an inquiry into public
service boards and the developing of well–being plans in Wales, as part of its
work on poverty in Wales. The terms of reference were to:
- examine how public service boards (PSBs)
are targeting improvements to public services in Wales’s most deprived communities;
- assess the quality of evidence used by
PSBs in the development of their local Well-Being Plans in relation to the
needs and experiences of people living in poverty, including how PSBs are
approaching the impending demise of Communities First;
- consider how PSBs are specifically
addressing rural poverty as part of the development of their Well-Being
plans
- explore and understand the experiences
of organisations (public, private and third-sector) and individuals in the
development of well-being plans and the potential impact of greater
regional working in the future.
The Committee held a number of evidence
sessions to inform the work of the Committee, which can be viewed in the table
below. The Committee also consulted on this topic. The responses have been published.

In
March 2018, the Committee agreed to revise its terms of reference and focus on
public service boards.
The new terms of reference
are:
- To gain an understanding of the
structure and functions of the Public Services Boards.
- To explore the effectiveness of PSBs,
resourcing and capacity.
- To gather evidence of issues or barriers
that may impact on effective working, and examples of good practice and
innovation.
Should the Committee decide to hold further evidence
sessions in the future it will communicate this on its homepage and through its Twitter account.
