Purpose of the consultation

 

The Health and Social Care Committee will be holding an oral evidence session with Health Education and Improvement Wales (HEIW) and Social Care Wales (SCW) during the autumn term to consider their joint strategy, A healthier Wales: our workforce strategy for health and social care.

 

To inform the oral evidence session with HEIW and SCW, and any further work the Committee may wish to undertake in relation to the health and social care workforce, we would be grateful for your views on the following:

 

1.       Plans for implementation of A healthier Wales: our workforce strategy for health and social care (published in October 2020), including progress made to date and whether delivery is on track for 2030.

 

2.       The alignment of the strategy and its implementation with other priorities and actions, including those identified in the Welsh Government’s Programme for Government for 2021-2026, and A Healthier Wales: our Plan for Health and Social Care (2018).

 

3.       The extent to which HEIW/SCW’s workforce strategy and broader work on workforce planning and the commissioning/delivery of education and training, will ensure that we have a health and social care workforce which is able to meet population health and care needs, and support new models of care and ways of working, including optimising the use of digital technology and the development of Welsh language services.

 

4.       The mechanisms, indicators and data that will be used to measure progress in implementing the workforce strategy and evaluate its effectiveness.

 

5.       Whether the financial and other resources allocated to implementation of the strategy are adequate.

 

6.       The extent to which the strategy and its implementation are inclusive, reflect the needs/contribution of the whole workforce—for example, on the basis of profession, stage of career or protected characteristics—and also take into account the role of unpaid carers and volunteers.

 

7.       Whether there are any specific areas within the strategy that would benefit from focused follow up work by the Committee.

 

The closing date for submissions is Friday 8 October.

 

Along with your submission, you should provide the following information:

  • Your name and contact details as the person, or organisation, submitting the evidence.
  • Whether your evidence is submitted as an individual, or on behalf of an organisation.
  • If you are submitting evidence as an individual, confirmation that you are over 18 years old.
  • If you are under 13 years old, your parent or guardian’s agreement that you can participate (this can be provided via email).
  • Confirmation of whether you would prefer that your name is not published alongside your evidence (names of individuals under 18 years old will not be published).
  • Confirmation of whether you would like the committee to treat any or all of your written evidence as confidential, with reasons for the request.
  • If you have referred to a third party in your evidence, such as a parent, spouse or relative, confirmation that they have agreed that you can share information that may be used to identify them and that they understand that it will be published.

Providing Written Evidence

The Senedd has two official languages, Welsh and English.
