Purpose of the consultation
The Children, Young People and Education Committee undertook an inquiry into the general principles of the Tertiary Education and Research (Wales) Bill (‘the Bill’). (PDF 1,087KB)
The purpose of the Tertiary Education and Research (Wales) Bill was to establish the Commission for Tertiary Education and Research, as the independent regulatory body responsible for the funding, oversight and regulation of tertiary education and research in Wales, tertiary education will encompass post-16 education including further and higher education, apprenticeships and sixth forms.

The general principles of the Tertiary Education and Research (Wales) Bill and the need for legislation to deliver the stated policy intention. In coming to a view on this you may wish to consider addressing the individual Parts of the Bill:

The appropriateness of the powers in the Bill for Welsh Ministers to make subordinate legislation (as set out in Chapter 5 of Part 1 of the Explanatory Memorandum);
Whether there are any unintended consequences arising from the Bill; and
The financial implications of the Bill (as set out in Part 2 of the Explanatory Memorandum).
