Purpose of the consultation
The
Constitutional and Legislative
Affairs Committee is undertaking an inquiry into the general principles
of the Senedd and Elections (Wales) Bill. Further details about the Bill, the accompanying
Explanatory Memorandum and correspondence from the Llywydd and Counsel General
can be found on the Bill page.
Terms
of reference
In
scrutinising the general principles of the Bill at Stage 1, the Constitutional
and Legislative Affairs Committee will consider-
- the general principles of the Senedd and Elections (Wales) Bill and whether there is a need for legislation to deliver the Bill’s stated policy objectives;
- any potential barriers to the implementation of the provisions and whether the Bill takes account of them;
- whether there are any unintended consequences arising from the Bill;
- the financial implications of the Bill (as set out in Part 4 of the Explanatory Memorandum);
- the appropriateness of the powers in the Bill for Welsh Ministers to make subordinate legislation (as set out in Part 3 of the Explanatory Memorandum);
- matters relating to the competence of the National Assembly including compatibility with the European Convention on Human Rights;
- balance between the information contained on the face of the Bill and what is left to subordinate legislation;
- any matter related to the quality of the legislation;
- any other matter related to the constitutional implications of the Bill.

to the inquiry
The
Committee welcomes evidence on the terms of reference and the provisions
contained in the Bill.

Providing Written Evidence
The
