Purpose of the consultation
Terms of reference
The
terms of reference for the inquiry were to consider:
- arguments for and
against the devolution of welfare benefits;
- lessons learned from the
devolution of some social security powers to Scotland;
- options for different
forms of devolution (i.e. Universal Credit flexibilities, the devolution
of specific benefits, the ability to create new benefits etc.);
- practical
considerations of devolution (i.e. the financial implications, integration
of devolved and non-devolved systems, delivery infrastructure etc.); and
- the
principles that could underpin the delivery of benefits in Wales.
Providing written evidence
The Senedd has two
official languages, Welsh and English.
In line with the Senedd’s
Official Languages Scheme, the Committee requests that documents or written
responses to consultations intended for publication or use in Senedd
proceedings are submitted bilingually. When documents or written responses are
not submitted bilingually, we will publish in the language submitted, stating
that it has been received in that language only.
We expect other
organisations to implement their own standards or schemes and to comply with
their statutory obligation.

Online discussion board
The Committee also
opened an online discussion board on benefits in Wales and how they could be
better delivered. The discussion board has now closed.
