Introductions, apologies and substitutions Minutes: The Llywydd welcomed members to the meeting. Apologies were
received from Darren Millar, Russell George attended in his place. |

Minutes of the previous meeting Minutes: Business Committee discussed further the matter of remote
participation in proceedings, specifically whether it should be specified that
Members have a right to participate remotely and the expectations in relation
to Ministers’ attendance at committees. The Committee agreed to return to these
issues when agreeing final proposals at the next meeting. |

The Trefnydd noted that the Government has re-ordered
Tuesday’s business and that the debates and voting time will be taken at the
end of session, following the postponement of a constitutional lecture
previously planned for this evening. Wednesday
The Llywydd confirmed the timings of the Public Accounts and
Public Administration Committee Chair’s Statement, including that the first
speaker from the Labour group will have up to five minutes for their
contribution. |

Debates on Members' Legislative Proposals - selection of motion for debate Minutes: Business Committee agreed to schedule the following motion
for debate on Wednesday 6 July 2022: NNDM8038 Luke Fletcher NNDM8038 To propose that the Senedd: 1. Notes a proposal for a Bill to ban ‘no pet’ clauses in
rented accommodation. 2. Notes that the purpose of this Bill would be to: a) introduce a standard tenancy agreement similar to the UK
Parliament’s model tenancy agreement announced in January 2021; b) propose a series of measures which would ensure that
responsible pet owners are not treated unfairly as a consequence of the type of
accommodation they live in; c) allow consent for pets as the legal default in social
housing and the private rented sector, unless there is a justifiable reason not
to do so; d) extend the allowing of pets in homeless shelters and
accommodation. |

agreed to extend the reporting deadlines for Initial Consideration to 16
December 2022 and for Detailed Committee Consideration to 3 March 2023. |

Accounts and Public Administration Committee for an extension to the reporting
deadline on the LCM on the Procurement Bill and agreed to extend the reporting
deadline to 10 November 2022. |

Review of Standing Order 12.41 A-H on Proxy Voting Minutes: Business Committee considered the temporary Standing Orders
(12.41A-H) on proxy voting for parental leave and agreed to propose to the
Senedd that these are extended to 1 April 2023 in order to enable a full review
of the provisions at a later date, following the conclusion of the current
review of Standing Order 34 and remote participation. |
