Minutes:
- The Chair welcomed everyone to the
meeting.
- The
Board noted the sad death of Hefin David MS in August.
- The
Board also noted the passing in August of Sir George Reid, who served as the
first chair of the Board until 2013.
- The
Board agreed the minutes of the 10 July Meeting
Action:
- Secretariat
to publish the minutes for the meeting held on 10 July 2025.

Simplification and Drafting the Determination: Chapters 3 and 6 (12:50-13:30)
- Paper 2: Simplification and Drafting the
Determination: Chapters 3 and 6
Minutes:
- The Board received an update on the
simplification thematic review and considered the approach to providing
greater clarity for Members and support staff, reducing duplication, and
the approach to referencing Senedd Commission guidance or policies when drafting
the Determination for the Seventh Senedd.
- The
Board noted that the forthcoming review of the Rules and Guidance for the
Use of Senedd Resources would need to be considered as this might affect
the rules and references included in the Determination.
- The
Board reviewed revised draft Chapters 3 and 6, which reflected the Board’s
policy decisions taken in July and the drafting style introduced through
the simplification review. The Board noted it will review further chapters
in due course.
- The
Board discussed its plan to publish a draft full Determination for the
Seventh Senedd for consultation later in the autumn. The Board will seek
views on the clarity and interpretation of its drafting, rather than the policy
decisions made in July.

Minutes:
§ The Board discussed its role in
setting the employment framework for staff employed by Members of the Senedd,
including mandating the employment contract and particular guidance or policies
relating to employment matters.
§
The
Board considered various staffing matters identified through recent
consultations or feedback from Representative Groups.
§
It
agreed to seek further information with a view to agreeing which staffing
matters merit further consideration in the Seventh Senedd.

- The Board noted updates on
various matters relevant to its work and its forward work programme.
§ The
Board discussed the possibility of provision of a Handbook for Members of the
Senedd.
