Introductions, apologies and substitutions

Minutes:

Julie James again formally substituted for Jane Hutt, as no membership changes were made last week.  A motion would be tabled later today for Julie James to replace Jane Hutt as a Member of the Business Committee, and would be on Wednesday’s Plenary agenda.

Tuesday

·         Today’s Plenary would begin with tributes to Carl Sargeant AM.  The Llywydd informed Business Managers that she would open the session and then call for a minute’s silence which will be started and ended by the bell; a photograph of Carl will be displayed on the screens throughout the session.  The Llywydd stated that she would call Party Leaders, followed by Members most closely associated with Carl, followed by others if time allows.  The Llywydd informed Business Managers that she intended suspend Plenary for up to 30 minutes following the item, but would aim to resume at 2pm, even if tributes overrun. The Llywydd also informed Business Managers that Members of Carl’s family would be present in the public gallery for the tributes. 

 

·         Voting Time would take place after the last item of business. 

Wednesday

·         The Llywydd informed Business Managers that she would invite nominations for the Chair of the Constitutional and Legislative Affairs Committee at the start of Plenary.  Should there be a contest, voting would take place by secret ballot between 2.00 and 4.00 with the result announced before Voting Time.

 

·         A motion for Julie James to replace Jane Hutt as a Member of the Business Committee would be added to Wednesday’s agenda.

 

·         Voting Time would take place before the Short Debate.

Welsh Government budget 2018-19

4.1

Timetable for the Welsh Government budget 2018-19

Minutes:

Business Managers agreed to extend the deadline for committees to report on the Welsh Government’s Draft Budget 2018-19 from 28 November to 1 December.  The Minister for Government Business confirmed that the debate would take place on the 5 December, in order to allow the Annual Budget Motion to be tabled before Christmas. Business Managers agreed that committees could meet outside their allocated times if necessary to facilitate budget scrutiny within the reporting deadline.
