·         Time allocated to Plaid Cymru (60 mins) – postponed until 1 May

Debates on Members' Legislative Proposals - selection of motion for debate

Minutes:

·         Business Managers selected the following motion for debate on 3 April:

NNDM7021 Bethan Sayed (South Wales West)

 

To propose that the National Assembly for Wales:

 

1. Notes a proposal for a bill to reform and improve support for child victims of sexual abuse in Wales.

 

2. Notes that the purpose of this bill would be to:

 

a) introduce the Barnahus Model of therapeutic led support for victims;

 

b) work with police to use the Barnahus Model of investigation in all cases of child sexual abuse; and

 

c) introduce statutory changes to improve emergency and temporary accommodation for abused children who cannot return to their home or are homeless.

 

·         Business Managers agreed to schedule the next Debates on Members’ Legislative Proposals on 15 May and 26 June, and selected the following motion for debate on 15 May. In accordance with previous Business Committee decisions, the Table Office will notify Members of the dates for the upcoming summer term.

NNDM7020 Rhun ap Iorwerth (Ynys Môn)

 

To propose that the National Assembly for Wales:

 

1. Notes a proposal for non-carbon-emission public vehicles bill.

 

2. Notes that the purpose of this bill will be:

 

(a) to promote the use of electric vehicles or non-emission vehicles in Wales in order to help reduce carbon emissions; and

 

(b) to place a duty on the Welsh Government and other public bodies to develop a strategy to move towards using electric vehicles or non-emission vehicles in the public fleet in Wales.

Assembly Business

4.1

Recess Dates

Minutes:

Business Managers agreed the recess dates for October Half Term 2019 and Christmas Recess 2019.

 

Because New Year’s Day falls on a Wednesday in 2020, it will not be possible to conduct ministerial OAQ shuffles, or for motions to be tabled on the usual days in the last week of recess, as has been the case previously. Business Managers agreed to accept business for 7 and 8 January during the first week of recess, by conducting the OAQ ballots on Monday 16 December, with the deadlines for the shuffle for Ministerial questions set at 3:30 on Wednesday 18 December. To allow sufficient time for the consideration of amendments to motions for the first Plenary meetings back in January, Business Managers agreed that the tabling deadlines for motions for 7 and 8 January be set at 6pm on Wednesday 18 December. Tabling deadlines for amendments to motions and for questions to the First Minister will remain as normal.

 

Business Managers also agreed that consideration could be given nearer the time to scheduling business for the first week of January that minimised the impact on tabling.

 

Business Managers agreed the provisional dates for Spring Half Term and Easter Recess 2020.

Easter Recess Tabling Arrangements

Standing Orders

5.1

Proposals for Consolidation Bills

Amending Standing Orders: Consolidation Bills

 

Business Managers agreed the proposed outline procedure and asked the Secretariat to bring forward draft Standing Orders for consideration. On the one area of disagreement between Welsh Government and Assembly Officials (triggering Detailed Assembly Consideration), Business Managers asked the Secretariat to draft for both options and explore any third options that may be available.

 

Business Managers noted the Law Commissions letter.

Business Committee

6.1

Collation of Guidance issued by the Llywydd under Standing Order 6.17.

Minutes:

 

Business Managers discussed a range of issues around the guidance and asked the Secretariat to bring a revised draft reflecting the changes agreed, and provide a notes on areas that require further consideration.
