Motion to suspend Standing Orders

To propose that the National Assembly for Wales, in accordance with Standing Orders 33.6 and 33.8:

Suspends Standing Order 12.20(i) and that part of Standing Order 11.16 that requires the weekly announcement under Standing Order 11.11 to constitute the timetable for business in Plenary for the following week, to allow the remaining items of business to be considered in Plenary on Wednesday, 18 March 2020.

To propose that the National Assembly for Wales, in accordance with Standing Orders 33.6 and 33.8:

Suspends Standing Order 12.20(i) and that part of Standing Order 11.16 that requires the weekly announcement under Standing Order 11.11 to constitute the timetable for business in Plenary for the following week, to allow the remaining items of business to be considered in Plenary on Wednesday, 18 March 2020.

To propose that the National Assembly, in accordance with Standing Order 33.2:

1. Considers the Report of the Business Committee ‘Amending Standing Orders: Changes resulting from the change of the name of the institution’ laid in the Table Office on 18 March 2020; and

2. Approves the proposal to amend Standing Orders, as set out in Annex A of the Report of the Business Committee.

3. Notes that these changes will come into effect on 6 May 2020.

Brexit Party Debate - Animal Cruelty - POSTPONED

To propose that the National Assembly for Wales:

1. Notes the importance of ending animal cruelty in Wales.

2. Supports the ban on the fur trade.

3. Recognises the barbaric nature of snares and the suffering they cause.

4. Is concerned that a loophole in existing legislation has allowed fur trapping to continue for foxes, rabbits and mink.

5. Calls upon the Welsh Government to bring forward legislation to ban fur trapping and the use of snares in Wales.

Delete all and replace with:

To propose the National Assembly for Wales:

Calls for the ending of all forms of animal cruelty in Wales through:

a) animal welfare legislation that is progressively and constantly strengthened;

b) animal welfare policies that are in line with the best available scientific evidence and highest ethical standards;

c) effective enforcement of the law through police and their rural crime teams;

d) more coordinated action between Welsh Government, police, local authorities and wildlife organisations;

e) building a culture of respect and compassion for all life.

2. Supports the Hunting Act 2004, believes that the hunting of foxes with dogs is barbaric, and opposes any weakening of the Hunting Act 2004.

3. Congratulates the Welsh Government on its current policies to guard against animal cruelty in Wales, particularly in relation to eradicating Bovine TB amongst cattle.
